Managers do a good job of screening out people who are unqualified . . . Most of the time.

When you say you want to hire someone who’s solid, when you say you want to hire a team player, a signal is being sent that you don’t want the exceptional person. You want someone compliant, who plays well with others and doesn’t rock the boat.
The exceptional person knows this job is in for them and never applies.
