Does Someone Deserve a Response to Their Completely Unqualified Spammed Resume?

When I worked in search, it was common to receive #resumes that were little more than #spam. For example, the Perdue chicken plucker who applied for the Java developer role and hadn’t taken a course, let alone had actual experience doing any form of programming, let alone with Java.
As a matter of fact, it was common for me to arrive in the AM to 200+ resumes of which 2 might be vaguely qualified for any role I was #recruiting for.
Do resumes of completely #unqualified people deserve a response?
I know it is an expectation/want people have. The reality is that was hard for me to do what everyone wants of a #recruiter (help them find a job) if they have to respond to every spammed #resume I received. Even if it only takes 6 seconds to do it. Just in the example I gave of 200+ resumes, if I just sent a canned email and each took 6 seconds to send and reading them took 6 seconds (a common statistic for how long recruiters take reviewing resumes, that is two hours each day just to read and respond, all the while new resumes were arriving, I was taking calls, responding to institutional clients, trying to headhunt people to fill jobs.
