Hard Skills vs Soft Skills

When I did recruiting, I represented two people who worked for the same firm, went through the same training program, and worked on the same projects. One was hired for a much higher salary than the other. That person was not the one who had an accent for whom English speaking and writing was as a second language. It was for the native speaker.
At a baseline are the hard skills–does someone have the requisite experience to do the job they are being hired for? Soft skills are often used as the tiebreaker between a decision to hire someone or not and as a way of determining whether someone is promotable.
As someone becomes more experienced, soft skills extend beyond written and oral communication to emotional intelligence. Does someone have the ability to manage? Does someone have the capacity to lead?
However, usually (because occasionally, there is an exception) without the underlying skills and experience to do a job, someone won’t be hired.
