That’s because they have very little leverage. They need a job and are not prepared to decline an offer of a job without the hope that there is actually a better one waiting for them.
If you are someone in that position OR if you know someone who is deciding between offers, I want to offer you the single best question you can ask when negotiating your offer.

“Can you do a touch better on your offer?”
The answer may be no and that’s all right.
But the offer may be increased. The employer is negotiating against themselves and often will voluntarily increase the offer to you.
It’s kind of like meeting with a contractor whom you are going to hire to do something in your home or with a store where you are going to order an appliance. By asking this question, often you will save money on the alleged “best offer” and save even more money.
